Korea Hotel Tax Refund: Can You Get VAT Back on Your Stay?

Hotel prices in South Korea usually include VAT, but some international visitors can get VAT back on eligible hotel stays.

The important part is that this does not apply to every hotel or every booking. Your accommodation must be a government-designated participating property for the relevant period, your stay and visitor status must qualify, and how you pay for the room matters.

That makes the real question less “Does Korea refund hotel tax?” and more:

Does my specific stay qualify?

Use the checker below before relying on the refund when comparing hotel prices.

Korea Hotel VAT Refund Eligibility Checker

KFR Hotel VAT Refund Eligibility Checker

Choose the answer that best matches your stay.

Editorial planning tool only. The hotel or authorized refund operator determines actual eligibility.

Check these five conditions:

  1. Is your hotel on the official list for the period of your stay?
  2. Is your stay 30 days or less?
  3. Are you an eligible international visitor staying in Korea for less than six months and not working in Korea?
  4. Will you pay the accommodation charge directly to the hotel?
  5. Are you scheduled to leave South Korea within three months after checkout?

Your Result

LIKELY ELIGIBLE

If all five conditions are met, your stay may qualify for the hotel VAT refund. Confirm participation and the refund procedure directly with the hotel before payment.

CHECK WITH THE HOTEL

Use this result if you booked through an online travel agency, are unsure who will actually process the accommodation payment, or cannot confirm that the hotel is participating during your stay.

LIKELY NOT ELIGIBLE

If the property is not participating during your stay, the accommodation exceeds the permitted period, or another eligibility condition is not met, do not include a hotel VAT refund in your travel budget.

This checker is an editorial planning tool, not an official eligibility determination. The hotel or authorized refund operator makes the actual refund determination.

Quick Answer: Can Tourists Get a Hotel Tax Refund in Korea?

Yes — but only under specific conditions.

South Korea has a VAT refund system for eligible international visitors who use designated tourist accommodation facilities. Under the current law, qualifying accommodation is limited to stays of 30 days or less at participating facilities.

The Ministry of Culture, Sports and Tourism designates participating properties by period rather than treating every hotel in Korea as automatically eligible.

That distinction matters when booking.

A hotel that participated previously should not automatically be assumed to participate during your upcoming stay. For example, properties that wanted to participate in the fourth quarter of 2026 had to apply for that quarter even if they had been designated for the third quarter.

KFR tip: Check the hotel’s status for your actual travel dates, not an old blog post or an outdated hotel list.

Check Whether Your Hotel Is Eligible

The first test is the property itself.

A regular hotel booking in Seoul, Busan or elsewhere in Korea does not automatically create a VAT refund entitlement. The accommodation must be designated under Korea’s special VAT-refund program for foreign tourists.

For the fourth quarter of 2026, the relevant designation period runs from:

October 1 to December 31, 2026

Because participation is period-specific, KFR recommends checking three things before choosing a hotel partly because of the refund:

Hotel name → stay dates → current designation

Do not rely on an old list simply because the same hotel appeared on it before.

The official list is period-specific. If a hotel is not found, or its name differs from your booking confirmation, ask the property to confirm its current participation before relying on a refund.

If your hotel appears in the current official dataset, continue through the remaining eligibility checks. Being on the list is necessary, but it does not by itself guarantee that your individual booking qualifies.

Who Qualifies for the Hotel VAT Refund?

The program is intended for eligible international visitors rather than Korean residents or people living and working in Korea.

According to the Korea Tourism Organization’s guidance, eligible visitors generally include non-Korean nationals who do not hold a resident or work-related visa and whose stay in Korea is less than six months.

The accommodation itself must also meet the program requirements.

A key limit is:

30 days or less

This is worth emphasizing because older English-language information about Korea’s hotel VAT refund can contain requirements from earlier versions of the program.

For a current trip, use current law and current official guidance rather than assuming an old minimum-stay rule still applies.

Does a Booking.com, Agoda or Other OTA Booking Qualify?

This is one of the most important distinctions in the entire program.

Using an online booking site does not automatically disqualify you.

The Korea Tourism Organization states that a tax refund can still be available when a reservation was made through a hotel booking website or travel agency as long as the eligible guest pays the accommodation charge directly to the hotel.

That means you need to separate two questions:

Where did you make the reservation?

and

Who actually receives your accommodation payment?

They are not necessarily the same thing.

Example A: Book Online, Pay the Hotel

You reserve an eligible hotel through an online booking platform but choose a rate that is paid directly to the hotel.

This may qualify if all other requirements are met.

Example B: Prepay the Booking Platform

You reserve online and the platform charges your accommodation payment before arrival.

Do not assume that this booking qualifies for the hotel VAT refund.

Ask the property to confirm whether it can issue the required refund documentation for your specific booking and payment arrangement.

What to Ask Before Booking

A useful question is:

“Is this rate eligible for the foreign tourist hotel VAT refund if I pay directly at the hotel?”

How Much Could You Get Back?

South Korea’s standard VAT rate is 10%, but there is an important calculation detail.

If an eligible hotel price already includes 10% VAT, the VAT component is not calculated by simply multiplying the total price by 10%.

Instead:

VAT component = VAT-inclusive eligible amount ÷ 11

For example:

VAT-Inclusive Eligible ChargeEstimated VAT Component
₩220,000₩20,000
₩330,000₩30,000
₩550,000₩50,000
₩1,100,000₩100,000

This gives you a useful budgeting estimate, but it should not be presented as a guaranteed cash refund.

KFR VAT Component Estimator

KFR VAT Component Estimator

Formula: VAT-inclusive eligible amount ÷ 11. This estimates the VAT component, not a guaranteed refund. Processing costs or other rules can reduce the amount actually received.

This estimates the VAT component of the eligible price. It is not a guarantee of the amount you will actually receive. Confirm the final refundable amount and any applicable processing rules with the participating hotel or refund operator.

This distinction is important when comparing two hotels.

A slightly more expensive participating hotel is not automatically cheaper after tax. Compare the final expected cost, not just the presence of a “tax refund” label.

What Hotel Charges Are Eligible?

Think of the program primarily as a refund on qualifying accommodation, not a general refund on everything charged during your hotel stay.

The Korea Tourism Organization states that breakfast can be covered when it was included in the original accommodation price.

Separately charged items are different.

For example, do not automatically count these toward your estimated refundable amount:

  • separately purchased breakfast
  • minibar charges
  • additional food and beverages
  • other separately billed room charges or hotel services

If your reservation bundles several services into one rate, ask the hotel which portion is treated as eligible accommodation under its refund procedure.

How to Claim the Hotel VAT Refund

The Korea Tourism Organization describes a two-stage hotel process.

At Check-In

An eligible participating property should provide information about the hotel tax refund process, including the relevant guide or checklist.

This is a good moment to confirm:

  • that the property is participating during your stay
  • that your booking and payment method qualify
  • what identification is required
  • where the refund will be processed

Do this before assuming the refund is part of your final budget.

At Check-Out

Eligible guests submit the required hotel tax refund documentation and receive the appropriate refund form or confirmation.

Current Korean rules also require designated accommodation businesses to verify the foreign tourist’s identity, such as through a passport, and explain the VAT-refund procedure.

Where Do You Receive the Refund?

Depending on the participating hotel and refund operator, refund processing may be available at the hotel or through an authorized tax refund location, including locations in cities, airports or seaports.

The exact method can vary.

That is why the safest practical question at check-in is:

“Where and when will I actually receive the refund for this stay?”

You Must Also Consider Your Departure Date

The hotel being eligible is not enough.

The Korea Tourism Organization states that eligible recipients should be scheduled to leave Korea within three months from the checkout date.

For an ordinary short vacation, that condition may be straightforward.

For a long stay, extended visit, study period or other unusual itinerary, check it carefully rather than assuming tourist status alone is sufficient.

Hotel Tax Refund vs Shopping Tax Refund

Do not confuse Korea’s hotel VAT refund with the tax refund system used when buying eligible goods.

They solve different problems.

Hotel VAT refund: applies to qualifying accommodation at designated participating properties and depends heavily on your stay, visitor status and payment arrangement. This is also separate from the former VAT-refund provision for cosmetic medical services; travelers considering a procedure in 2026 should read our 2026 Korea cosmetic treatment VAT refund guide.

Shopping tax refund: applies to eligible purchases from participating retailers and has its own purchase, departure and refund requirements.

If shopping is a major part of your Korea budget, use our Korea tax refund guide for tourists separately rather than applying hotel rules to retail purchases.

Should You Choose a Hotel Because It Offers a VAT Refund?

Usually, not by itself.

A refund can reduce your effective accommodation cost, but it should be one factor in the decision rather than the entire decision. If you are still deciding between a conventional hotel and a short-term rental, our Seoul hotel vs Airbnb comparison looks at total cost, service, luggage, cancellation and booking risk before you choose.

Imagine:

Hotel A
Better location
₩200,000 per night
No applicable hotel VAT refund

Hotel B
Less convenient location
₩220,000 per night
Participates in the refund program

Even if Hotel B qualifies, the refund does not automatically make it the better deal.

You should still compare:

  • final room price
  • refund eligibility
  • transportation costs
  • neighborhood
  • cancellation terms
  • breakfast inclusion
  • payment method
  • time and inconvenience involved in the refund process

Add the Refund to Your Korea Budget Carefully

A potential VAT refund should be treated as a possible reduction in accommodation cost, not guaranteed spending money.

When building your travel budget, use the full hotel price first.

Then add the expected refund only after you have confirmed:

  1. the hotel is designated for your stay dates,
  2. your visitor status qualifies,
  3. your booking and payment arrangement qualifies, and
  4. the hotel confirms the refund procedure.

For a full accommodation, transportation, food, attraction and shopping estimate, use the South Korea trip cost and budget calculator.

This prevents an expected tax refund from making your initial budget unrealistically low.

KFR Hotel VAT Refund Decision Framework

Use this sequence before you book:

Step 1 — Is the property on the current official list?

No → Do not budget for the hotel VAT refund.
Yes → Continue.

Step 2 — Is the stay 30 days or less?

No → Do not assume eligibility.
Yes → Continue.

Step 3 — Does your visitor status meet the foreign-tourist requirements?

No or unsure → Verify before booking.
Yes → Continue.

Step 4 — Who will receive your accommodation payment?

Hotel directly → Continue.
OTA, travel agency or another party → Ask the hotel before relying on a refund.

Step 5 — Will you leave Korea within three months after checkout?

No → Do not assume eligibility.
Yes → Continue.

Step 6 — Has the hotel confirmed your specific booking?

Yes → The refund can reasonably be included as a potential saving.
No → Budget using the full hotel price.

KFR Recommendation

Never choose a hotel based on the words “tax refund” alone.

Compare the final accommodation cost first, verify that the hotel is participating for your actual stay dates, and confirm that your specific payment arrangement can receive the required refund documentation.

Bottom Line

Foreign tourists can receive VAT refunds on qualifying hotel stays in South Korea, but the program is much narrower than “tourists get 10% back on Korean hotels.”

The hotel must be a designated participating property for the relevant period. The stay must meet the program conditions, the traveler must qualify, and payment arrangements matter.

For many travelers, the most important rule is simple:

Booking through an OTA is not necessarily the problem — assuming an online prepaid booking will qualify without asking the hotel is.

Before paying, verify your hotel against the current official list and ask the property to confirm that your exact booking is eligible.

Then treat the refund as a potential saving rather than a guaranteed discount.

FAQ

Can foreigners get a hotel tax refund in South Korea?

Eligible international visitors can receive VAT refunds on qualifying stays at government-designated tourist accommodation facilities. The property, traveler, stay and payment arrangement must meet the applicable requirements.

Can I get a hotel VAT refund if I booked through Booking.com or Agoda?

Potentially. Booking through a website does not automatically prevent a refund. Korea Tourism Organization guidance says the accommodation must be paid directly to the hotel. Confirm your exact booking with the property.

Can I get the refund if I prepaid my hotel online?

Do not assume so. If the online platform rather than the hotel received your accommodation payment, the direct-payment requirement may not be satisfied. Ask the hotel whether your booking can receive the required refund documentation.

How much is the hotel tax refund in Korea?

For a VAT-inclusive eligible amount, the VAT component can be estimated by dividing the eligible amount by 11. The actual refund should be confirmed with the hotel or refund operator rather than treating that estimate as guaranteed.

Are all hotels in Seoul eligible?

No. Participation is limited to designated accommodation facilities and can change by designation period. Check the current official list for your actual stay dates.

Where do I receive my hotel VAT refund?

Refund processing may be available at participating hotels or authorized refund locations, including some city, airport and seaport locations. Procedures can differ, so confirm the method with your hotel.
