Shopping for skincare, fashion or souvenirs in Korea? If you are an eligible visitor, you may be able to receive a tax refund on qualifying purchases. The easiest option is often an immediate refund at checkout, but some purchases require a refund voucher and departure-day processing. Here is how to tell which procedure applies before you pack your bags.
What Is a Tax Refund in Korea?
Eligible international visitors may be able to reclaim qualifying taxes on goods purchased at participating Korean retailers and taken out of the country. The process depends on whether the store offers an immediate refund or issues a refund voucher for later processing. Not every shop or purchase qualifies.
Tax refund vs. duty-free shopping
At a conventional duty-free shop, qualifying taxes are excluded from the purchase price. At a participating tax refund store, the price may initially include tax, with an eligible refund processed at checkout or later. You cannot claim a second refund on tax that was not charged.

Who Is Eligible for a Korea Tax Refund?
Foreign visitors who meet Korea’s non-resident eligibility requirements may qualify. For typical short-term foreign tourists, a stay of less than six months is one of the general conditions. Other rules apply to some overseas Korean visitors and people residing or working in Korea. Passport nationality alone does not establish eligibility.
Qualifying goods generally need to be purchased at a participating store, meet the applicable minimum purchase amount, and be taken out of Korea within three months of purchase. Keep purchases new, unopened and unused if they are subject to customs export confirmation.
How Much Do You Need to Spend?
The general minimum purchase amount is KRW 15,000 per qualifying transaction. For immediate tax refunds, the purchase must generally be less than KRW 1 million per transaction, with a KRW 5 million total purchase limit for the trip. These are purchase thresholds, not the amount refunded. Different procedures and limits can apply to downtown or airport refunds.
The amount returned is not necessarily 10% of your receipt total. It depends on the qualifying tax and the applicable refund process.
How Does Immediate Tax Refund Work?

At a participating store that offers immediate tax refunds, present your passport before paying and ask the cashier whether your purchase qualifies. If it does, the qualifying refund is applied at checkout. You should not claim the same refund again at the airport.
Not every retailer that participates in the broader tourist refund program offers immediate refunds. Check before paying, especially if you are making a large purchase.
How to Claim a Refund After Shopping
Some stores issue a tax refund voucher instead of applying a refund at checkout. Keep the voucher, your passport and the purchased goods accessible. Depending on the refund operator and purchase, you may be able to use a designated downtown refund counter or complete the process at the airport.
A downtown payment may still require customs export confirmation when you leave Korea. Follow the instructions on the voucher carefully; failing to complete the required departure procedure can result in a reversal or charge.
How to Get a Tax Refund at Incheon Airport

1. Organize your documents and purchases
Before heading to the airport, separate purchases already refunded at checkout from those that still require processing. Keep your passport, refund vouchers and qualifying goods accessible. An ordinary receipt may not replace the required tax refund document.
2. Complete customs export confirmation
Follow the airport’s current tax refund kiosk and customs instructions. You may be asked to present the purchased goods for inspection. If items are in checked luggage, tell the airline check-in staff and complete any required customs inspection before handing over the bag.
3. Collect the refund
After the required export confirmation, follow your refund operator’s instructions for a counter, kiosk or other supported payment method. Availability and operating hours vary by terminal and operator, so allow extra time before your flight.
Can You Get a Tax Refund on Korean Skincare?

Qualifying skincare and cosmetics bought from participating stores may be eligible, subject to the same purchaser, purchase and export conditions. Korean-made products are not automatically refundable, and a store’s refund options can differ by branch.

What Purchases Are Not Eligible?
The ordinary tourist shopping refund is designed for qualifying goods taken out of Korea. Restaurant meals, massages and other services are not covered by that goods-based refund system. Items already used or opened may not satisfy the export requirements. Goods bought duty-free cannot receive another refund for taxes that were never charged.
